In my opinion it all starts and stops with money.

Alabama is one of our poorer states. Because of this they don't pay their COs very well. On average $13 an hour. And those that do work, don't stay long with an average term of 1-3 years before moving on to something better.

So we have underpaid staff and I'm sure there is a huge retention and recruiting problem. Not enough quality staff to make heads of tails of the problem.

On top of that...I doubt they have the budget for good quality programing. It's clear the inmates are running the prison.
