Default Transferring probation from Virginia to Illinois

Hi all. I am brand new to this site, so I'm not sure I'm posting this in the correct place. My son is on probation in Chesapeake, Virginia. He was released after a 4 year sentence in Feb. 2014. He has been complying and doing quite well with his probation since this time and has actually been moved down to lower levels of probation. We want him to come home to Illinois. He has been in contact with his probation officer and has given her all the information she says she needs to put the application through. I am concerned and want to make sure he is doing this correctly. Does he need to put this request in writing? Is there any other authorities or anyone else he needs to contact other than his probation officer? He was kicked out of his grandmother's house today and is currently homeless. And will probably remain this way until if or when the transfer is approved. Is there anything else he needs to do for his probation officer to be able to process this request? Also, does his restitution have to be paid off first? I have search the internet nonstop for the last few days and can find little to no info on the subject from the state of Virginia. Thank you for any help you may have for me.
