It is not uncommon, but generally for a reason. Prisons are so full that to house inmates individually in a cell just isn't feasible. The single bunk cells are generally used for inmates that need to be separated for some reason.

The reason could be disciplinary, protection, or that he has special needs.

If it is disciplinary then there are probably other things that go along with it. Locked in 23 hours a day. Limited phone access. No quarterly packages, etc.

Maybe he snores so loud that if he was in a dorm the others would suffocate him while he slept.


The best thing to do is ask him.
