Anyone have any information about Oquirrh 4?

Hello --- do any of you have loved ones in Oquirrh 4? If so, what can you tell me about it? My friend just moved there from Uinta 2. He was concerned about the move because life had been pretty calm for him in Uinta 2. He minded his own business and passed the time drawing, exercising in his cell, etc. He has heard stories of more violence, fights, and drama in the other sections, so he's concerned about safety. He doesn't want to find himself in an altercation and get sent back to Uinta 2 or end up doing more time.
