Default Clemency Board Question

I was wondering if anyone out there knows where I could get information on what the Clemency Board looks at when considering the release of an inmate.

My friend was up for parole next year in October. But now that, from what I understand, that there is no more parole board? I have heard that getting released can be really hard and depends on what you are in for. My friend Jake has been in for almost 24 years now and I want to do whatever I can to help secure his release. I have no idea where to start with all of this and could really use any help anyone could give me. Also any information that you could pass on to me would be greatly appreciated. Don't worry he is under the old code, so it is still the parole board for him. Usually it is a five member board, so in order to receive parole you need at least three votes. However, sometimes it is a 3 member board, then you need all three votes. They like to see some programming, and what they call change... Like someone who received a lot of write-up's early on but later into the sentence they tailed off to only a few. They want to know you've done something productive with your time, however, they do not want to be over burden with a parole packet that looks like a novel! He will not go in front of the board it will be over the phone. However, you can be at the parole hearing downtown to support him. I personally went in front of them after 16 years of incarceration, and an awful disciplinary record, with violence. Nonetheless, I spoke properly, showed I was fairly intelligent, and apparently said all the right things. I was released by a three member. A year and a half later, I received absolute discharge by a five member board, the two new members voted no, the three whom originally released me voted yes. It is important he receive absolutely no write-up's and keep an open mind. Good luck.
