Confused about early year kick out!

Ok MY name is Heather and here's my story: My husband is in Tucker. His PE/TE date is right now feb of 2013. He gets a three month good time for completing SATP when he graduates dec.16. Here are my many questions..Thank you all before I start lol. 1. Do they do early year kick out only one time a year? Since his good time doesnt go back until dec 16th does that mean he wont be eligible for early year kick out until nov. of next year cuz that would only help him a month... 2. He is wanting to transfer to Pine Bluff for work release but is currently a 1C. When he initially went to prison he was set up for boot camp but in diagnostics he tested hot for marijuana and they put him in the hole and he was declined boot camp and making him a class 4. Now he is a trusty 1C. Now I know you have to be a 1A..so what is going to have to do and how long is it going to take for him to get into work release. I have paid over 14grand in 17 months..im going broke here. another question. When he goes up for parole with him being a first timer and having completed SATP and parenting class is there a good chance they will let him out.?.

If his te date is feb of 2013 he won't see the parole board until August of 2012.
