Default Felons & Commutations?

A friend was convicted of a felony in a NC court. Would we have to approach the Governor or the President to get his sentence commuted?

Is a felony different than a federal conviction? I'm confused (maybe that's what they want lol)

a federal conviction is violation of a federal crime, someone that's handled in federal court and not state court...and then onto federal punishment

felony is most serious types of charges, meaning not a misdemeanor, and state handles them. also time of 1 or more yr punishable prison time from my understanding... there are some different classes of felonies....

so yes a felony is differnt then a federal conviction...

Thanks, yes, it helps a bit. Its just hard to keep all this straight in my head.
