Default False hopes?

My *brother has been in prison now for about 13 years and several times he'll write or call and tell me that "they're" looking into his case and he could get reduced time or even get a new trail then he'll say at another time that he could get a retrail then be released with the new trail. My neighbors son in law got out of prison last year and he told us that he was told a lot by his public deffender the same stuff. Last week and this week I get letters from my boyfriend saying things about his attorney is trying to get him a lesser sentence. I guess it could be coincidences. Have you all heard similar stuff? Is it just a general thing giving them false hope? I just wonder if so if they think false hope is better than no hope!? I know my *brother gets his hopes sucked out of him each time and it hurts me each time.
