Help - How can the state hold him????

Hello All...I am having the roughest time trying to get my fiancee into federal custody. He plead out to 46 months on the federal case in Feb.'09...he just recently plead to 15 do 5 to run concurrent with the federal sentence for his 2nd case (state) Aug '09...he has been incarcerated since Feb '08..now here is the problem...the state picked him up from the federal holding jail that he was in for court..he plead and got the 15 do 5 (to run concurrent) now the marshals office is saying that the state had a writ on him and they are not going to touch him till he completes his state sentence..how in the world is do you serve your 2nd sentence time b4 you serve your 1st? I am in the process of getting another attorney. The original one wants more $$$ to straighten this all out. I feel that this is still the same case I paid him for and he should complete it (I also don't trust him to get things done in a timely manner). If I don't get this straighten out he could possibly serve his complete state sentence 5yrs then parole out to the feds to serve 46 months. I need to find a way to have the state release the writ and get the feds to pick him up so that his time will run concurrent as per the state judges order. I also need to make sure he gets credit for time served...problem is I don't know who should be giving him the credit...(needs to be the feds). Can anyone give me any advice....I am at a lost..we are in GA.
