Monitoring Fees

My husband is serving a life sentence without parole in Michigan. He had a charge from Washington. He served time and paid restitution but there is still a balance from when they picked him up in Tenn. I just received a letter from the Clerk's office saying they were now the agency that will monitor his legal financial obligations. (Thought they already were) Anyway it says that an assessment of $100.00 annually will be charged for monitoring the case will be charged if there is any outstanding balance unless paid in full within 15 days. It goes on to say if we have to take futher action to collect that additional collection fees will be imposed. Have any of you ever heard of this? I will call on Monday to speak to them but I'm sure they know where he is.
