phone number approved?

i need to know whether my man does need to have my phone number approved first or not ..
he is in california in the Correctional Training Facility, Soledad ..
he has only been there a few months and in the last facility he did not have to have it approved first.

As far as I know California facilities do not require phone number approvals. You just setup your acct with GTL or if you have AT&T or Verizon as a landline carrier you will be billed direct on your phone bill. =)
