State unable to gauge effectiveness of prison rehab

...A report released today (PDF) by the California Rehabilitation Oversight Board casts doubt on whether the department can reduce inmate recidivism “after laying off approximately 800 teachers, severely restricting the time spent in class, eliminating many vocational programs and cutting in-prison substance abuse programming to 90 days.”

and.. they aren't mentioning the affect the budget cuts are having on the inmates visits with their family, the inmates dayroom and yard usage being cut, the fact that they are going to be in the cell being warehoused MORE, yes if it was 70 recidivism then it will definitively increase to 90 percent , the psych and sociology the "PENOLOGY"affect hasnt been talked about much such as the increase of suicides the increase of families of losing touch with their loved ones in prison,the increase of turmoil inside the prison, and many more negative outcomes related to the budget cuts hasnt been weighed. With these facts coming about "they" will turn a deaf ear and blind eye, until lawsuits make them open them up. (excuse the upsetness, but i already feel the warehousing affecting my loved one)
