power of attorney questions regarding access to court proceedings

Ok i will try to explain this in the best way and hopefully easiest way...

My husband who is at the Gurney Unit, was married before and had two kids. The kids are now 11 years and 8 years old and have lived with thier mother since 2005 with no contact with their dad, threw no fault of thier dad or them. Thier mom would never let my husband come visit or even speak to the kids for longer than 5 mins. Anyway, back in 2007 what little contact there was and had been stopped. She pulled the kids out of school and left the home she said she had been residing. for 2 years we have searched for them but no luck. then in november 2009 we recieved a call that my husbands ex-wife and her boyfriend since 2005 had been arrested for sexually and physical abuse of above mentioned kids. Now - my husband wants me to be included in the meetings, calls and basically kept in the loop as he would be if he wasnt in prison. He wants to grant me power of attorney with the intent of keeping me informed so i can keep him better informed. Now heres what makes this messy - this all happened in Colorado not texas. So I NEED ADVICE, HELP, something. thanks
