About minimum level?

I see things written regarding minimum level 1 and 2...how do you find out what they have classified him as? He has been at cccf for 2 weeks now..also they have his earliest release date...he got 30% good time I am assuming, beacause he was sentenced to 24 months...he was also given time served in lincoln county jail...he was arrested on april 29th 2010...then housed @ CCCF July 1st.....and it is now showing on his inmate search that his earliest release is September 21 2011...which means he is serving 16.8 months...also i understand he can lose his good time..praying he wont...but judge also said at his sentencing that if he got in to or qualified for a program then he could be eligible for earlier release upon completion...so my question is could they put him in one as soon as his transfer out of intake..or is that not done?
