Question Question about Missouri's 180 OUT program...

Does anyone have any personal experience with this? My brother is in on an 8 year sentence for drug charges. He qualifies for the 180 day offenders under treatment program, but his IPO has assigned him a 14-month deterrence time. I have combed tirelessly through the internet, MODOC's website, Missouri's statutes website, etc....and I can't find anything definitive about a deterrence time before treatment and how they decide the amount of time. Any input would be helpful! Thanks!
