The facility mission is to provide public safety through sound inmate accountability procedures while offering inmates opportunities for self-improvement to prepare for their re-entry into the community. Correctional staff strives to set a high level of excellence, which reflects their commitment to operating a safe, clean and humane environment for all staff and inmates. All inmates work in a variety of job assignments at the facility and in the community on supervised work crews. Job assignments are intended to provide the offender with opportunities for positive behavioral change while developing work skills and dependable work ethics. Through the work crew program, inmates provide community reparation through agreements with local towns and State agencies such as the MA Highway Department and the Department of Conservation and Recreation.

Visiting Information

Hours
Monday, Wednesday, Friday: 6:00 p.m. to 9:00 p.m.
Tuesday and Thursday: No Visits
Saturday, Sunday, and Holidays: 12:00 Noon to 3:45 p.m. and 6:00 p.m. to 9:00 p.m.

Visiting Restrictions and Conditions :
A. Visitors may only be listed on one (1) inmate's visiting card at a time.
B. Visits are normally limited to four (4) adults and three (3) children (under 18) per inmate, per visiting period. (Exceptions shall be considered with sufficient prior request to the Superintendent's Office).
C. There shall be no limitations on the number of weekly visits an inmate may have unless visiting privileges have been limited by the Superintendent with just cause.
D. All children (under 18) must be accompanied by an adult, and must bring a birth certificate.
E. Children visiting with an adult who is not their parent or guardian must also present a completed notarized "Minor Request Form”
F. Ex-offenders shall be required to obtain the approval of the Superintendent prior to visiting . Normally such approval shall not be considered within six (6) months of release. Forms are available at the Control Center
G. The Shift Commander reserves the right to limit the number or length of visits in the event of crowding or other justifiable circumstances.

Designated Visiting Areas

UPPER CAMP
Indoor Visits - Inmate Dining Room
Attorney Visits - C-Dorm Recreation Room or a private area designated by the shift commander

LOWER CAMP
Outdoor Visits - Pondside visiting area

Outside Visits (Seasonal)

Outdoor visits shall normally be allowed from May 15 through October 15th.

A Outside visitors shall proceed from their car to the Pondside visiting area. No inmate or visitor shall be allowed access to the dining hall area during visits.
B. An outdoor portable toilet shall be provided during the warmer months for Pondside visits marked "Visitors". Visitors who wish to use indoor toilet facilities may do so by making a request to the Visiting Officer and following his directions.
C. Inmates shall utilize the portable toilet facilities in the outside visiting area marked "Inmates". No inmate shall be allowed to leave visiting areas and return.
D. Drinking water shall be available at the outside visiting area in a Cambro with ice (when available) provided by the kitchen.
E. STRADDLING of benches shall not be allowed.
F. When exiting the visiting area, all visitors shall turn right and proceed directly to their car. Inmates must turn left and proceed along the lower pond road, and back to their dorms via the brick walk.
G. No visitors or inmates are to linger in the lower camp when visits are over.

Visitor Processing Procedures :

A. No visitor under the influence of alcohol, drugs or other intoxicants, shall be allowed on institutional property. Any visitor with the odor of alcohol on his/her breath shall not be allowed on the property.
B. All visitors are responsible to be familiar with MCI-Plymouth visiting procedures and assure compliance. These rules and regulations shall be strictly enforced.
C. Upon entering MCI-Plymouth property, all visitors shall proceed directly to the Control Center for processing (Appendix C) and further instructions. Vehicles shall be locked at all times while unattended at MCI-Plymouth. Any visitor wishing to return to their vehicle during the visiting period shall not be allowed to return to the visiting room unless specific permission is requested and approved by the Shift Commander.
D. Upon signing in, all visits shall be reminded of searches at the Control Center . Visitors shall be asked to empty their pockets and allow a search of their coat pockets and search those personal effects (i.e., diaper bags). This shall take place upon entering the Dining Room or Lower Camp Visiting Yard.
E. Handicap parking is available in the designated areas: lower camp parking lot and the upper camp along side C-Dorm across from the inmate dining room. Requirements are: valid handicap registration plate/placard, or approval by the Superintendent and/or his designee.
F. The Visiting Area Officer shall be responsible for notifying the inmate that he has a visit. Visitors are to report to this officer prior to entering the visiting area.
G. The Visiting Officer shall assure that all visitors possess a valid drivers license, official state I.D., passport, or other positive I.D., and a vehicle registration if their vehicle is parked on MCI-Plymouth property. The Visiting Officer shall document information on the inmate visiting card.
H. No visitor/inmate contact is permitted until the visitor has completed the visitor processing procedure in the Sign-in Point and the Visiting Room.
I. The Superintendent reserves the right to restrict or cancel visiting periods in the event of institution emergencies, extreme weather conditions, or other unforeseen circumstances. Visitors may call in advance (Area Code: (508) 291-2441) to verify if these conditions apply.
J. The Superintendent may, from time to time, establish additional or alternative visiting periods for special events or functions which visitors may attend. Advance notification shall be posted for such activities.

Money/Inmate Property

A. Monies in the forms of checks or money orders are to be received only via Inmate Accounts and are not to be given to the inmate under any circumstances.
B. Visitors are encouraged to use the U.S. Mail to send monies in the form of checks or money orders for deposit into an inmate's account.
C. A slotted container is available at the Sign-in Point that is emptied daily by the Treasurer. Cash deposits are not allowed . It is suggested that inmates advise people sending in checks to send money orders/bank checks to avoid any "hold" that may be placed on a personal check.
D. Inmate property shall not be accepted. Delivery of inmate property from approved permission slips shall be accepted via U.S. mail delivery only . Outgoing contraband property shall be returned by the visitor named on the outgoing contraband property disposal slip.

Proper Attire/Jewelry

A. All visitors are expected to wear proper attire. Bathing suits, see-through blouses, tank tops and other such garments are not allowed.
B. Shoes or other footwear must be worn at all times.
C. Only a modest amount of jewelry to be worn by visitors.
D. Inmates shall be required to wear proper attire, which shall include: shirt or t-shirt, pants or shorts and appropriate footwear. Sweatpants and sweatshirts are prohibited. Pants shall not include "boxer" underwear even when additional underclothing is worn with them. Hats shall not be worn either in the visiting room or outside visiting area.

General Conduct

A. Adults are responsible for the supervision of children in their care. Children needing assistance in the rest rooms must be accompanied by an adult visitor, not the inmate.
B. Visitors are expected to conduct themselves properly at all times.
C. Visitors shall not engage in physical contact with inmates that is excessive or inappropriate for a public place.
D. Use of playground equipment is permitted with parental supervision. Defective playground equipment should be reported to the Visiting Officer immediately.
E. Visitors and inmates are expected to keep their general area clean and orderly. Dispose of all refuse in proper containers.
F. Visitors shall not be allowed to bring in any pet other than a seeing eye dog or a dog utilized for handicap purposes.
Food Items/Cooking
Visitors are not allowed to bring in food or beverages. Vending machines and microwaves are available in the Visiting Room.

Tour Procedures

A. All requests for public tours of MCI-Plymouth shall be directed to the Superintendent which shall then be coordinated through the Department's Director of Public Affairs.
B. Tour requests should be submitted at least thirty (30) days in advance of the requested date of tour.
C. No one under the age of eighteen (18) years of age shall be allowed to tour MCI-Plymouth as an individual.
D. All youth groups visiting the institution shall be escorted by a staff member to the "C" Dorm day room. A listing of the minors by name, date of birth and a statement that the group leader/sponsor has the youths' parents' or legal guardians' permission to visit the facility must be submitted and approved by the Superintendent. The inmate speaker(s) shall be escorted to the "C" Dorm day room to address the group.
E. During institutional tours, tour guides shall ensure that the tour group has minimal inmate contact.
F. MCI-Plymouth's institutional film may be used to give outside visitors an overview of MCI-Plymouth's operations and layout (i.e., family and criminal justice tours).

Dog Services
The facility has partnered with the National Education for Assistance Dog Services (NEADS) which offers inmates an opportunity to train service dogs. The program was established at MCI-Plymouth in February 2003. Currently, the facility has four dogs. Each dog is trained at the facility for approximately twelve to fourteen months. NEADS is a non-profit organization who provides service dogs for children and adults who are hearing and physically impaired. Volunteers assist the program by taking the dogs into the community for socialization purposes. This is an extremely rewarding experience for all involved.
