HISTORY:
To house prisoners who have had management problems at other prisons or centers, and those who could pose a risk if housed elsewhere. Provides all levels of Mental Health service to include Level IV Crisis Stabilization. A supportive living unit for Level III MH probationers is provided at the Phillips SP annex.

HOUSING:
Consists of ten living units each with two dormitories. The number of units with two-man cells is seven and a half while the remainder are a combination of two single-man cells. The combination two-single man cells houses MH/SM inmates. There is a total of 100 isolation/segregation cells. The PSP annex consists of 150 beds and 50 beds for Level III MH/MR probation detainees.

RESIDENT WORK ASSIGNMENTS:
All outside work details are provided by Phillips SP annex. A total of ten details are provided to surrounding cities and counties. Additional details work on the outside grounds of Phillips SP. Work details also provide support to the GCI print shop

Counseling: Domestic Violence, Corrective Thinking, Vital Issues, Violence and Substance Abuse, Victim Impact, Lifers, Toastmasters
Recreation: General Recreation
Religious Activities: Worship Services, Scriptural Studies, Confronting the Self, Pastoral Care/Counseling
Vocational/OJT : Auto Body, Auto Mechanics, Welding, Small Engine, Woodworking, Food Preparation, Printing

DIRECTIONS:
From Atlanta: I-85 North to Hamilton Mill Parkway (Exit 120). Exit and turn left. Turn at the first street to the right (Sardis Church Road). Go one mile, then turn left onto West Rock Quarry Road. Phillips SP is approximately 1/4 mile on the right.

my fiance was in the blairsville detention center. i went to see him saturday and they told me he was transferred to phillips state prision. they didnt say why or for how long. i dont know anything thats going on or what to expect can anyone please help me. im desperate!

Maybe I can be of some help. This is the same situation that I am dealing with. My husband took a plea deal to go to blairsville, but ended up in Phillips b/c he was on paxil. I was told that a probation detention center (Blairsville) cannot give out medication but Phillips State can. My husband was only in Blairsville for 6 days (6 days that he did NOT take his medication) when he was transferred to the "hole" in Phillips. He did nothing wrong, he was just on the paxil for about 2 weeks before he went to Blairsville, b/c he knew he was going when a bed opened up, and he was having panic attacks about being away from his family. But they also transfer people to Phillips if they act out or get in trouble. A councilor should be assigned to your fiance, and they should call and let you know what's going on. I hope this is helpful, and I wish I knew more, but this is the first time that I have had to deal with something like this.

I forgot one thing. I have seen and talked to my husband since he has been in Phillips and he said that sometimes inmates are transferred there for only 30 days, and they then go back to Blairsville, or else they will serve the rest of their time in Phillips. How long does he have? My husband left on April 22nd and has a 6 month sentence to complete, which was a plea deal so I don't think there is any chance of him coming home early.
