I have to say, any newsletter the IDOC allows prisoners to publish isn't going to be anything but fluff. I know - I was Editor of the SWICC newsletter, and published my own underground "zine" for years while in Illinois prisons.
If you have loved ones who want to get their views/news to the public from prison, I would encourage them to write their own, without approval from anyone. They have that right, provided they do not promote illegal activities of course. Also, they can't distribute it within the prison usually, as the guards fear security concerns...
Seriously, I produced 10 issues of a 'zine called Constipation, from 1994 or so to 2000. I wrote or typed up what I wanted to write, and sent it to an outside friend who would copy & publish it. It's a VERY popular forum for the liberal youth even today, the "zine".
Prisoners stories are always being published - and you can't always trust what you read or see on the news about prisons. Having an alternative way to get their stories out can sometimes accomplish a lot.
