Default earned release time impact

My husband is in Shelton, he was to finish out his time their which his release date is 10-11-06. I sent him the information about the earned release time impact and he told me that that is the old bill, their is a new bill coming up in july which if it doesn't pass washington state doesn't get their money. I am totally confused. He says if it does pass he will be getting out 10 months earlier. does anyone have any information about this, all I have is the Earned Release Time Impact ESSB 5990.Thanks

I talked to my uncle who just got sent up and he said that there is a new half time bill that is going to go in effect in July and it will give anyone a reduction in their sentencing as long as they were not convicted of a violent offense. As soon as he knows more I will post it.
