Notice to new members intending to register - from January 9th 2012

Will something happen on Oct. 1 with regard to inmates being moved?

I herd in the news last night that prisoners who are on a level one yard or who are in for not so severe crimes will be sent to their counties come Oct 1st has anyone else herd this and will it change the time that the inmate is suppose to finish out
