Default Question about State issued clothes

In the prison where my husband is many of the older guys have still some light blue shirts which they wear since years.
now out of nowhere, a Lt appeared who is taking them their shirts away. this Lt wants them to wear the shirts with the *CDC prisoner* logo on it.

my question is: does any of you ladies know the rules where this state clothing is concerned?
does anyone know the cdc rules for this issue and can post it here? thanks a lot. (I need the exact text/rule and source)

what are the rules for wearing shorts in day life?
and what is the situation at other places? are your loved ones allowed to wear shorts on the yard, take off their shirts on the yard?
