Default State to federal , what is this about?

I have asked this question once before and never got any answers. So here it goes again... My hubby is on his 17th yr. of a LWOP sentence, and has done all his time here in Iowa. LAST August he was transferred out of state to a federal prison in Kentucky, saying it was for his own saftey, however he doesnt think his life was in danger AT ALL. I know others have been sent out to Kentucky and other states but federal prison as well. He was told at his initial hearing that IF he stayed in federal it would be for 5 yrs. He has written IDOC and has gotten no response. He would told to appeal but to who? Can ANYONE tell me how this transfer from state to federal works, who to contact and how in the world to get him back here or at least to a closer facility... ANYTHING will help!!!

Sounds like he's in BOP's Central Inmate Monitoring perhaps just as a state boarder case (but maybe as something else). The blurb below about appealing a CIM classification is from the Federal BOP Progam Statement 1580.05 12/31/2007 Page 7 http://www.bop.gov/policy/progstat/5180_005.pdf

11. [APPEALS OF CIM CLASSIFICATION §524.76. An inmate may at
any time appeal (through the Administrative Remedy Program) the
inmate's classification as a CIM case. Inmates identified as
Witness Security cases may choose to address their concerns
directly to the Inmate Monitoring Section, Central Office, rather than use the Administrative Remedy Program.]

He probably has info about the Administrative Remedy Program in his inmate handbook. If you're clueless about CIM classification and the different "cases", learn more in Title 28 of the Code of Federal Regulations. Read Section 525 .70 Subpart F—Central Inmate Monitoring (CIM) System

So this is what we know so far, although STILL no reply from his letter to IDOC. He had a review last Friday... Although he only has 9 points (have to have 24 or higher to be eligible for MAX security) and would normally have to go to a low security they have to keep him in Max based on the fact he is doing LWOP. The review lady said Iowa often transfers to USP's for security reasons (for his safety) She will help him apply to get moved closer however the closest USP (MAX) is in Indiana... better than Kentucky. As far as getting back to Iowa that's up to Iowa, and of course they dont respond to his letters. Hopefully once the new ISP is built in FM he will have a chance to get back here. It's all so confusing but it is what it is right? You would think they would see by his points or lack of that he isn't a threat and he is doing what he needs to do as he has been report free for almost 10 years. He was transferred because a threat was made against him, and his history prior to the last 10 years wasnt good. I will read the info. from pockets and thank you ladies for your help... just miss my hubby.. ugh!

That is a joke that he needs to be in a max because he's a lifer! Lifers are the ones that tend to stay out of trouble! I will write you on FB, but just wanted you to know I'm with you. I hope he can get some kind of response and get closer to you!
