Can an inmate transfer from Wisconsin to SC prison?

yes i was wondering if my dad was able to transfer here to a prison in south carolina from wisconsin my dad just got sentenced to 5 years in prison in wisconsin and i was wondering since he has no one up there in wisconsin and all his loved ones his family lives here in south carolina is there a chance he can be transferred to a prison here in south carolina and if so is he able to get the same benefits as other prisoners here in south carolina such as early release, parole and 2 for 1 good day credit btw he got sentenced for sexual assault
