Phone calls in Kingston

My boyfriend is getting sentenced on Monday. He will then be going to an institution for 2 years before he is transferred to his mother institutions. Supposedly calls are $7 from Kingston to Toronto. I wanted to know what are some of my other options for a cheaper route i.e Vonage, Magic Jack.
Is it $7 because of the long distance?
