There's no rules for proposing or getting engaged. In that respect or in the easiest terms you or he will propose and then you are engaged. For the most part the cdcr is uniform when it comes to the rules and regulations of marriage. First he would have to request the marriage packet from the chaplain.
Enclosed is two parts to the packet Part A he fills out and part B he will mail to you to fill out. Both have to be filled in it's entirety and return to the chaplain. If you have been married before it has to be dissolved no questions ask. You will have to show paperwork that you are indeed divorced. Also you have to be a approved visitor on the list with valid Id and or birth certificate.
The chaplain will forward to his counselor for review and approval after that the chaplain will inform you by mail and him that you have been approved. If you purchase a ring for him the cost of the ring cannot exceed $100.00.
The process normally takes about 60-90 days for approval upon completion you set a date. The application is good for 1 year after that you have to reapply. I think that's it at least what I can think of at the moment I hope this helps

As long as the ring does not exceed $100.00 he can have it. Be sure to have a receipt as well. As for the wedding dress sadly this is prison and rules and regulations will still apply. There was a thread on wedding dresses a few years back with pictures if I can find it I will post the link. I'm sure you can find something very pretty for your special day.
