Default Sister up for parole soon - Oklahoma Halfway Houses????

My sister is incarcerated at Woodman in Texas. She has had a battle with meth that has lasted for her daughter's entire life.....they are now 16 and 18. I haven't been in contact with her for a couple of years because I finally gave up and told her she had to leave her drug dealer (who she later married). Well, I recently learned that she did in fact divorce him, but when she was trying to leave, he locked all her personal items (driver's license, birth cert, etc) in his storage shed to keep her from leaving. She went there after hours with a bolt cutter and got arrested for Burg of Building. She is now incarcerated again and is up for parole in September. I sent her a letter and she replied that she should have some kind of interview in the next couple of months to determine if she will get out in September. She said she needed to file an "interstate compact" because she wants to be discharged to a half way house either in Arizona near her daughters, or in Oklahoma, near me and my family. After calling the parole office, I didn't get a clear explanation of what kind of halfway house - does it have to be pre-approved??? And if so, where can I get a list of halfway houses in Oklahoma that would satisfy her requirements? How long will she have to live there? I really have no idea where to start other than looking for halfway houses on the internet. I have found a sober living house that is just a few blocks away from my house in Norman, Oklahoma, but I do not know if this house will satisfy the parole requirements.

Could someone provide me any details you have that may be helpful to me in my search? I really want her to come here to Oklahoma, because if she stays in Texas, her ex-husband drug dealer will find her. He always does. I feel like if she is near her family it would be better for her.

Any suggestions or helpful thoughts would be greatly appreciated.

I think she sounds like she's finally had enough. Hopefully it will be different this time around.
