Question Federal prison budget reduction act

Can someone please HELP me. I am trying to find out info about this
Federal Prison Budget Reduction Act (The one shot bill). I want to know about who qualifies and how to get an application.

This is all I could find regarding the 2012 budget and federal inmate sentencing being affected: But I'm still researching a bit more.

According to its budget for 2012, the Department of Justice proposes to offset budget increases with cost-cutting measures that include a revision to the way good-time credits are calculated for federal prison inmates.

“The Administration will transmit legislative proposals to amend the statutes governing federal inmate good conduct time credit. The proposed legislation will continue providing inmates with incentives for good behavior as well as to participate in programming that is proven to reduce the likelihood of recidivism. The proposed sentencing reforms include (1) an increase in the amount of credit an inmate can earn for good behavior, and (2) a new sentence reduction credit, which inmates can earn for participation in education and vocational programming. If enacted before FY 2012, these changes could result in significant cost avoidance, potentially up to $41.0 million in FY 2012, by slowing the rate of the federal inmate prison population growth.”

Many FAMM members are calling with questions about possible legislation that would reintroduce parole called "the One-Shot Bill" or "the Federal Prison Reduction Act of 2012." No legislation has been introduced in the U.S. House or U.S. Senate reinstating parole for federal prisoners, nor is any such proposal part of the president's proposed budget.
The president's FY2013 budget does include a proposal to increase the amount of good time a prisoner is eligible to earn by seven days (from 47 to 54 days) and a proposal to award additional earned good time for successful participation in proven recidivism programs. Congress must now consider if they will incorporate the President's proposals in the FY2013 budget.
