To who should a hardship transfer letter be addressed?

My husband is in ISP in Blythe, CA. Does anyone know who a hardship transfer letter should be addressed to? I thought maybe his counselor, but someone else told me to the head counselor for his building. We are getting ready to send one out requesting a transfer to somewhere closer to Northern California where we live, but want to send it to the right person. Any idea's anyone? Thank you for any help . I'm new at this, so I am gleaning info as I go!
