Default Up For Debate !!!

An insert in the NZ Herald, in an article on the political page, I note several law change proposed by the Corrections Minister...one law change up for debate is...

"Prisoners' drinking water is to be of a standard similar to public drinking water."

It makes you wonder what they have been drinking up until now!!!
Does this seem strange to anyone else? I would have thought that prisoners would have the same basic human rights that other NZers have.. no debate necessary!!
