Quarterly Packages:

The California Inmate Quarterly Package system allows you to send much-desired items to your incarcerated loved one. Each institution sets it’s own rules as to what items are allowed and prohibited and items vary by privilege groups.All Quarterly Packages are limited to a maximum weight of 30 Lbs. Nor can they exceed dimensions of 24” x 24” x 24”. All vendors list those institutions for which they provide goods and services and what privilege groups.


Inmates in the SHU at Pelican Bay are only allowed yearly packages

Inmate Quarterly Package, Yearly Quarters:

1St – January 1 Through March 31.
2nd – April 1 Through June 30.
3rd – July 1 Through September 30.
4th – October 1 Through December 31.

been found to meet the exclusionary criteria established in the California Code of Regulations, Title 15,

Facility staff will pick up their units reroute mail locatedin designatedareas
and deliver to the inmates in their facility housing unit 'or forward to the
appropriatefacility. Reroutemail for inmates housed at PBSP will not be
returned to the Mailroom.

Designated reroute mail pick up areas are:
Level IV -Program Office
SHU -Corridor Control and Program Office
Level I -Work Change Area
Processing Electronic Mail/Internet Mail F.

Inmates are allowed informationnom the Internet, but are not allowed direct
accessto the Internet.

All mail received will comply with the same. standards as personal mail. All
material must adhere to the mandates of the CCR, Title 15, Section 3006(c),
Contraband, and the Administrative Bulletin No 02/04, Ban of Material
Displaying Frontal Nudity. Legal websites and case law citing are available
through the institution law library system.

Processing of Outgoing Mail
All outgoing regular mail will be picked up prior to '2200 hours by Third Watch
Housing Unit staff. . All outgoing mail will be searched for contraband and
scanned appropriately by First Watch Control Booth Officers before it is bundled
and placed in the appropriate mailbag. First Watch, Level I Housing Unit
Officers will process the outgoing mail for their units and route the mail back to
the Work Change area. Mailbags from other areas will be picked up from the
housing units by the designated staff listed below and taken to the Program Office
for processing.

Level IV -Housing Unit Rover Officer
SHU -Search & Escort (S&E) Officer
The outgoing mail will be sorted according to the following categories with each
category bundled together with a rubber band. Rubber bands are available from
the Facility Program Offices.

1. Regular Envelope Mailings: All envelope flaps will be opened .and not
tucked inside the envelope. All envelopes will be sorted according to size,
with letter and legal size envelopes in separate bundles. All sizes will be
bundled according to whether the letters are stamped, embossed, or
indigent postage.

Saturdays, Sundays and Designated Holidays from 9:00 a.m. to 3:00 pm

New Years Day, Independence Day, Labor Day, Thanksgiving, and Christmas are also designated visiting days, regardless of the day of the week

Visitor Attire:

It is recommended that visitors dress conservatively and with the following guidelines in mind. Inappropriate attire will be reason to deny a visit. Any alteration to clothing once a visitor is inside the visiting area will be grounds for terminating the visit.

Prohibited Attire:
Clothing which, in any combination of shades or types of material/fabric, resembles California State-issued inmate clothing, blue denim or chambray shirts and blue denim pants. Law enforcement or military-type forest green or camouflage patterned articles of clothing, including rain gear. Hats, wigs or hairpieces (except with prior written approval of the (Visiting Sergeant).
Clothing that exposes the breast/chest area, genital area, or buttocks.
Dresses, skirts, pants, and shorts exposing more than two inches above the knee, including slits. Sheer or transparent garments. Strapless or"spaghetti" straps. Clothing exposing the midriff area. Clothing or accessories displaying obscene or offensive language or drawings. Brassieres with metal underwires or any other detectable metal are not permitted.

Special notes:

There is no longer a guard at the front gate, so you just turn into the prison main gate and proceed either (turning right) to the Hospitality House trailer if you need
to go there, or (bearing left as the road turns when it approaches the fence) to the visiting entrance around back.

Pelican Bay State Prison - History & Mission Statement


History
Located on 275 acres in the northwest corner of California, Pelican Bay State Prison is designed to house the state's most serious criminal offenders in a secure, safe and disciplined institutional setting. The prison opened December 1989 to accommodate a need for a growing population of maximum-security inmates. PBSP has an approximate budget of $115 million and over 1400 employees.
One half of the prison houses maximum-security inmates in a General Population setting. The other half houses maximum-security inmates in the Security Housing Unit (SHU) designed for inmates presenting serious management concerns. The SHU is a modern design for inmates who are difficult management cases, prison gang members and violent maximum custody inmates. PBSP maintains a 296 bed Level I minimum support facility outside the security perimeter of the main institution. The institution also operates two unique programs: the Psychiatric Services Unit, which houses mentally ill inmates who are serving a SHU term, and the Transitional Housing Unit, which is an intensive program designed to reintegrate prison gang members back into a General Population setting.


Mission Statement
Pelican Bay State Prison plays a vital role in the Department of Corrections and Rehabilitation by:

•Fostering an innovative, collaborative environment that will a) maintain safety and security for the public, staff and inmates; b) incorporate medical and mental health services in day-to-day operations; and c) provide meaningful education and vocational training

•Providing secure housing for validated gang members/associated and other inmates who pose a threat to the safety and security of mainline facilities

•Establishing that violence is unacceptable by holding inmates personally responsible for their actions through behavior-based multi-level programming

•Fostering personal growth opportunities for inmates by providing an atmosphere that encourages education, vocational training and work training to better prepare them for successful reintegration into society

•Exercising prudence in the utilization of public funds and resources by a) the development and on-going refinement of fiscal tracking systems, and b) continuing self-assessment and recurring audits

•Promoting a positive public image by conducting business in a professional, ethical manner and by interacting positively with the outside community
Institution Details

Inmate Programs



Prison Industry Authority (PIA):
The PIA operates two programs at PBSP which employ approximately 100 inmates. One of the programs is the PIA Laundry, which is responsible for the cleaning of all institutional clothing and linen and also contracts with the local school district to clean rugs. Additionally, the PIA operates an Optical Lab, which produces approximately 150,000 pairs of eye glasses each year.

Vocational Programs:
PBSP offers vocational courses in Auto Mechanics, Building Maintenance, and is in the process of establishing Vocational Landscaping, Auto Body Repair and Graphic Arts Programs.

Additionally, inmates have work assignments throughout the institution on various work crews which include yard crews, kitchen workers, porters, clerks, grounds keeping, maintenance, and other duties which assist in the daily operation of the prison.

Academic:
PBSP offers Adult Basic Education, General Education Diploma (GED), as well as College Courses, which are available through distance learning.


Inmate Support Groups

PBSP offers inmates access to Alcoholics Anonymous, Narcotics Anonymous, Choices for Common Ground, Incarcerated Veterans, and Reaching Out Convicts to Kids which is known as the “ROCK” Program.

About Crescent City,California

CRESCENT CITY is located on Hwy 101 on the beautiful Northern California coast about 20 miles south of the Oregon border. The area offers an abundance of outdoor recreational activities utilizing the proximity of the Pacific Ocean, the Smith River and Klamath River, Redwood National and State Parks, and the Smith River National Recreation Area.
The annual rainfall averages 75 inches. Summer coastal temperatures average 60 – 70 degrees, with inland temperatures much warmer. Winter temperatures average 40 – 50 degrees.

Receiving Calls From Inmates and Wards

The CDCR has created a location on the CDCR internet website to use as a reference guide for notices that have been issued to inmates, wards, and family/friends related to receiving collect calls from inmates and wards. This website will be updated as notices are issued.

The CDCR uses the Department of General Services (DGS) Inmate/Ward Telephone System (IWTS) Contract that provides collect-only domestic and international telephone services to the inmates and wards at CDCR facilities. All issues related to inmate and ward families and friends inquiring about unblocking a telephone number, disputing charges on a telephone bill, etc., should be directed to GTL Customer Service at 1-866-770-4896. It is the responsibility of the inmate/ward telephone vendor (GTL) to address and resolve these types of issues.
