Default can someone with charges of murder or attempted murder be transfered out of state?

if you have any of those as your charge can they send you out of state?

I thinks it's more about level/classification, behavior record inside, amount of time left and medical issues, not the charge per say. Just my...

Ally is correct, it's based on level and sentence.
Aside from level, if they have more than 6 months and less than 30 years, they are considered eligible. So if they have a murder first charge and are serving life, then no, they would not be eligible.
