Hardship transfer

My son wants to be transferred closer to home. He's a 5 hour drive one way now. This is a financial hardship on us since we are retired and on fixed income. Also my husband has had 2 knee replacements and driving / riding that far is physically painful. I called Raleigh and gentleman said that our son would have to request it first and after it is in the computer system I could request one. Do I write a letter? Would I need Dr note? Who would I send it to? And how will I know when his request is in the system? We are new to all this! They don't make this info easy to get.
