Default Confused: Sentenced to 15 years suspended after serving three years?

I'm in PA and although I lived in DE for awhile, I do not understand their laws My brother in law lives in DE and was arrested, plead guilty etc. Not really 100% sure what's what since he really doesn't tell anyone anything. I did find this.

(The Superior Court immediately sentenced **** to a total period of
fifteen years at Level V incarceration, with credit for 254 days served, to be
suspended after serving three years in prison for three years at decreasing levels of supervision.)

Can anyone tell me what the suspended after serving 3yrs in prison for 3yrs at decreasing levels of supervision is? I mean did he get 15yrs or is it suspended to 3yrs or what the heck? lol Any input, info. help would be appreciated.

It sounds like he'll serve 3 years followed by 3 years supervision....I'm sure the other 12 years will come into play if he violates his supervision once released.

I have a friend from DE who had been in jail, so I asked him and yes.. he said the same thing Not sure how it'll all play out because once done doing the DE time he'll be shipped to PA for violating PA's parole for the 2nd time.

Honestly I'm not even sure. I don't know what they did with his parole after his last violation other then 18 months state time. This is from 1984 and I am sure he did 7yrs state time, got out on parole and had 13yrs left which would mean he should have gotten off this year sometime. These new charges are no better if not just as bad as the ones from 1984.

i'm not sure but depending on what the offense is, i think they have to do a certain amount of time at level 5 - which is the prison. then they can stair step down.... the work relese is a lower level. i think parole is level 1? and so depending on their actions and behaviors - that will change their level. like a parole violation will get them back in the level 5 for a certain period of time...
