You have to get involved with Interstate Compact. . . in which the state she's in and the state she wants to go to have to agree where she'll be. She needs to talk to her PO and get the process started right away (it can take a while). Meanwhile, she SHOULD NOT decide to just move without permission . . . that can really gum up everything!

From my experience, having problems where she currently resides is not good enough. My next suggestion would be to find someplace else within her jurisdiction and move. So far, there's no reason to inconvienience another state with a new defendant.
