35 for 30 law: incarcerated 7 years on 13 yr manslaughter: Parole eligible?

My boyfriend has been incarcerated for 7 years now on a 13 year simple manslaughter charge. Does he qualify under the new law for parole or what can I do to get him home early? He is a first time offender and got locked up in March of 2014
