Mayor Bill de Blasio on Friday vowed to shutter Rikers Island and replace it with “at least a few new facilities” to lock up jailbirds elsewhere in the city. “New York City will close the Rikers Island jail facility,” de Blasio said during a City Hall news conference.
“It will take many years, it will take many tough decisions along the way. But it will happen.”
But de Blasio stopped short of adopting the recommendations in a draft report from a blue-ribbon panel headed by former New York state Chief Judge Jonathan Lippman.
I’ll believe that NYC is going to close Rikers the day they start conducting public tours of the closed former Rikers jail/prison complex and not one minute before. The odds are 99 out of 100 this is just more lies and hot air coming out of the mouth of a certified lunatic.

Well, they're looking for appropriate sites in the other boroughs, and with the combination of supervised release (no bail) and the change to not prosecuting teenagers as adults, the Rikers population should begin to shrink.
That said, well, it's a political promise, and therefore always subject to modification....I note that Staten Island doesn't want a jail at all.
