Default Gates: dismissal good or bad?

This Sunday's Clarion-Ledger featured an article in the Perspective section by Commissioner Christopher Epps about the effect the Gates vs. Collier federal suit had on the prison system in Mississippi, and what it means now that this suit has been dismissed, as of March of this year.

I can't yet post a URL for this (I'm new here) but check out the ClarionLedger and search on Epps or look for the article, "Suit reformed prisons." Maybe someone can reply with the URL.

I would be interested in hearing your perspective on this. Will the dismissal of Gates lead to a better (or, as Epps said, "more efficient and effective") prison system, or will the lack of a Federal judge looking over the shoulder lead to more abuses of inmates by the sytem?
