3 1/2 flat means he will serve 85% of his bid. There is not true parole board etc. He will be released when he serves 85% unless he has some serious offenses while he is inside. about 27.2 months

so does that mean there is no way for him to get off any earlier than 85% of his time?

there isonly one program-call the Limited Time Credit allowance but it requires 2 full years in a particular job within the prison or 2 years of college education within the prison. That will be very hard to accomplish with only 27 months to serve. By the time he gets to his permanent prison, gets settled, finds out if he can get one of these qualifiying jobs (usually taken because of the program)--well you see what I mean.

You can read up on it here:
http://www.prisontalk.com/forums/sho...d.php?t=601337

But I would plan he will serve his full 27.2--that is really the meaning of flat bids. Other than "good time" of 15% off the sentence-they serve till their CR.

the types of offenses you receive a flat bid for are rarely work release elgible or shock eligible.

--3.5 years = 42 months. 42 monthsX 85% = 35.7 months--just shy of 3 years. I am sorry for my very bad math above!!
