Default California Good Time Legislation?

Not sure if this is the right place to ask this question. If there's a better place, please let me know.

Has anyone heard about a bill that is before the California state legislature that would increase the good time credit? This is what my friend's husband asked her to find, so the information is vague and 2nd hand:

"So he's hearing what is also in the legislature is a bill some SB#243 or something like that. In the "fine print" it talks about their credit earnings (good time) getting reduced from 80% to 60% or something to that affect."

They have been saying that for years. I think they tell the new inmates a BS story to mess with them....

Pure B.S SB243 deals with the following an act to amend Section51225.3 of the education Code, relating to high school graduation. There is no "fine print" in this bill pertaining to anything to do about good time for prisoners

California Senate Bill 243 was introduced by Dutton on 2/15/05.

I remember this bill because accountants had to be aware if client was in Armed Forces. This bill gave Armed Forces deployed or in war zone, tax credit for the amount of property tax paid on their primary residence. Called financial relief.

That may very well be for that year (session). But the most current S.B 243 which isn't all that current either is from the 2010 - 2011 Dated February 11, 2011 is for An act to amend Section 51225.3 of the Education Code, relating to high school graduation.
http://legiscan.com/gaits/text/160309 For the 2011 - 2012 there is no such Senate Bill number for this session
I am sure I could run through the archives and find other bills # S.B 243 but none of them deal with anything for inmate credits in the "Fine print" of the bill
