Default Getting inmate belongings when transferred

You all were so helpful answering my last question, I know you'll be able to help me with this -

My brother has been transferred twice to jails in NM. The last time, the belongings he had in his cell were taken (notepad, pens, phone card - nothing contraband) and not given to him when he got to his next location. Is it possible for him, or our mom, to get these items? He was just transferred again to Oklahoma City, and I do not know what items he may have "lost" this time. But the jail he was in before is still holding all the $$ he had in his account even though he was moved 6 weeks ago, and I can't reach a live person to find out why.
