Well. I read the proposed california budget for the next fiscal year. And I was extremely dissapointed to read they plan on renewing the contracts in Arizona and Mississippi. Unless I read it the wrong way or am missing something. Originally they should've all been back to Cali by summer or so at the latest? The court order stated they needed to look at getting them back. So will it be challenged? Or will they get away with it? Will the budget go thru as is? Just not looking so good right now.

We have to real answers at the moment .. When Oklahoma closed they sent half to Mississippi n half to Arizona.. And now they transferred the ones they sent to az back up to Mississippi. I'm sure its cuz they are trying to fill beds but geez what a way to waste more money driving them up and down the map. Supposedly Mississippi contracts are over in June 2016.. They haven't resigned yet. Hopefully they don't.

My husband's counselor said they have til December. Something about that's how long the governors budget will be used until and he can extend it in december if he so chooses to.

From CDCR's website:

Out-of-State Contract Facilities
As mentioned above, the Department was unable to fully eliminate its use of out-of-state contract facilities as planned in the Blueprint, and absent building and/or leasing additional in-state capacity or further population reductions, the Department will need to maintain its current planned out-of-state population of approximately 4,900 to maintain compliance with the population cap. This population will be maintained at the two existing facilities—Arizona and Mississippi—that mainly house level III inmates. The Department will seek legislative authority to continue the use of out-of-state beds and the involuntary transfer process beyond December 31, 2016, which was the sunset date established in SB 105.

*On a side note, there's currently 5,132 inmates out-of-state per the population report this passed Thursday*

Just for information: The family friend I visit was just transfered into Arizona on Jan 27. When he asked for info on whether he would be transfered further into CCA system, or back to California, or how long someone remains before another transfer, his counselor told him to plan on being there pretty much for the rest of his sentence [sentenced May 2015 so just starting] He has 18 more years. Someone figures that the contracts will be extended and from experience once you have a State supposedly saving money, and a private company making it, it isn't easy to end such deals.
