Red face Administrative Release Questions

We are hoping for a release in April (good time, programs, and work credit). Does the Administrative release apply (DEFINITION “Administrative release date” means the first day of the month during which an inmate’s
minimum expiration date falls or the last weekday of the preceding month if the first day
falls on Saturday, Sunday, or a legal holiday.“Non-institutional offender” means a state inmate who is serving a sentence in a county jail, halfway house or on home incarceration.)
in our situation? Is Administrative release a definite, provided he qualifies? Would he be on probation? Is he required to participate in the Pre-release Program? Any information you all can provide would be appreciated.

As far as I know Administrative release is a definite provided the inmate was approved for parole or his serve-out date is the same month. That's simplified, but as an example, let's say an inmate is approved for parole at his prole hearing in February. His Parole eligibility date is April 23rd. He will be release on April 1st (unless that's a weekend, then he'll be released on that last Friday of February).

He was denied parole. This would be his Minimum Expiration of Sentence Date (late April).

With a release date / serve out date of "late April," he should be released April 1st...unless his charges are sexual, violent or DV or has an Order of Protection against him. At least that's how I understand it. Is there any reason why he wasn't released on Mandatory Release Supervision?

One must be sentenced to more than 2 years to qualify for MRS. 2 years and 1 day is what most get. Just 2 years or less - no MRS.

His charges were violent (I think, but not sure), no sexual charges. no protective order as far as I know. But with his programs, good time and work, his Expected Time To Serve (TTS) should be in April.
