Default Family Visits for (still) excluded inmates based on merit in 2018?

So latest scuttlebutt on Family Visits is that the potential for still excluded inmates** (not referring to Lifers or currently eligible inmates) to be awarded or denied FV based on merit starting sometime in 2018.

This is the part that makes me scratch my head: it was slated to begin with the latest edition of Title 15, but regs weren't completed in time.

Anyone else heard this? Confirm or squash the rumor?

**Family visits shall not be permitted for inmates convicted of a violent offense involving a minor or family member or any sex offense, which includes but is not limited to the following Penal Code sections: 187 (when the victim is a family member as defined in Section 3000 or minor); 192 (when the victim is a family member or minor); 243.4; 261; 261.5, 262; 264.1; 266c; 266j; 273a; 273d; 273.5; 273.6; 285; 286; 288; 288a; 288.2; 288.5; 289; 289.5; 311.1; 311.2; 311.3; 311.4; 313.1; 314; or 647.6.

I haven't heard of this but it would be good to know if it's a rumor or not since the new regs are not out yet.

My assumption is that this had to have come up with MAC reps or IFCs around the state. But I'm not hearing anyone confirm it.

Is there a static date, or month, that Title 15 is updated and released every year?

I'm not sure when the Title 15 comes out each year as sometimes it seems to be later than other years and sometimes early in the beginning of the year. I am going to ask around to see if anyone has heard anything and I post here if I can get a yay or nay on this.

I heard October a long time ago and then I started hearing sooner. I'm with miamac, I don't hold my breath on anything CDCR anymore until I actually see it.
