whats the time limit of signing confinement orders?

my husband is in the us. army and they have been prolonging the whole thing....on the general! saying he would reduce sentencing! do you know if thats true? do they really reduce it?.......they haven't gave me the paper work to finialized yet. And the lawyer seems to know nothing......it seems as though he's not doing his job are something confused need help
