Exclamation Parole deferred due to prolong authority error, Hawaii

My inmate was recently granted parole by the Hawaii paroling authority. Here in Hawaii they ship our prisoners to a private CCA prison in saguaro AZ. At his parole hearing the judge stated that he had completed enough of the 9 month program and that he would parole him. This was due to the flight back to Hawaii being scheduled 1 week before the completion of the last of 7 books in the program. So they administratively discharged him from the program and sent him home. Now that he's here his pre parole officer has told him that she cannot release him and deferred hid parole because he didn't complete the program. She refused to review the transcripts from his court hearing.
Further, he was initially required to complete only a 4 month program, but since that program wasn't available they put him in the 3.0 9 month program. So he has completed more than his initial requirement.
In order to complete the 1 week of the program they would take 4 months until the next flight to send him back to Arizona and another 3 to send him back. If he completes the program in Hawaii he has to start at the beginning.

What can I do?? Can they go back on what was said at the hearing. Anyone with similar situations please help! Have had a lawyer for first hearing and rehired him for this.

If he has a lawyer, ask them about filing a motion with the judge who issued the first decision.

Parole/probation officers have massive power to order treatment/therapy, often at great financial cost to the parolee, but they do work directly for the court (at least the federal POs do) so I have never heard of one of them contradicting a judge's order. If it was a Hawaii judge (not one in Arizona) I would start there. Since his PO won't check the court transcript herself, she probably needs a little motivation, from the judge.
