Angry Changes by NDOC concerning restitution and savings account

Hey everyone,

I am following a Facebook page which announced 2 days ago that the NDOC changed their rules concerning restitutions and saving accounts.

According to the page they started to deduct 80% of any money sent to (and also earned by) the inmates. Lifers aren't extempt no more.
This new rule seems to be a reaction to Marcy's Law in 2018.

Does anyone here knows more? My ex, who is serving a life sentence in NNCC, and I only have contact via snail mail, so it will take a while until I get word from him.

Matt Hutchinson is serving a life sentence without the possibility of parole in the Nevada prison system for a murder he says he didn’t commit, but for which he takes responsibility.
Hutchisnon, who says he’s passed a polygraph, is hoping his attorney will win his release. In the meantime, he’s squirreling away so-called “gate money,” which is prison talk for savings.

After 14 years behind bars, Hutchinson had amassed $400, the maximum allowed by the state. On Thursday, the money was gone, his account zeroed out.

“They took all of it,” he says.

Disturbing. Very, very disturbing. Just as comparison, what is the most that can be garnished from any employee's paycheck? What percent? NDOC should not be allowed to take any more money from an inmate than a creditor can take in garnishment from a debtor's paycheck.

I didn't think they could touch the savings. Basically 80% of all income goes to restitutions. No more goes to savings. Once the restitutions are paid, it goes back to normal.
