Default Parole Eligibility and Good Time question!

My boyfriend is at the McCook, NE Work Ethic Camp and he's taking this 12 week drug program, and a transformation program, and a fathers program... he's also getting his GED and working towards being a Teacher's Aide once he passes. He is eligible for parole April 22nd.
However, there are rumors and I'm not sure what is true. I realize every place is different, but from personal experience/opinions what would you say?
The rumor the other inmates are saying is that in McCook they keep you there for 6 months and they won't let you leave early.
My boyfriend can get out with good time on May 3rd, which would make it 4 months.
I find it silly they would have a good time law here in Nebraska, and then not grant it if he has done everything right? Technically, he was sentenced 12-18 months so in 6-9 months he can arrive home. 6 months is May 3rd.
It would be a slap in the face to work so hard and be stuck at McCook after completing ALL the programs and GED! He'd be in there doing nothing!I understand they sometimes make you sit it out, but WEC is based around programs, so I don't know =/
Any thoughts?

Being eligible for parole and being granted parole are two different things. I do hope he is home May 3rd, but please hope for the best and expect the worst. By your own calculations he may serve as much as 9 months, home for sure in August.

I'm not familiar with Nebraska parole, so have moved your thread to that state's forum
