Question What is a Dry cell?

What is a dry cell? & how long can an inmate be placed there for?

In prison terminology a dry cell is a room that prisoners are placed in that lacks any plumbing facilities such as a toilet or shower. In the Federal Bureau of Prisons, a dry cell can be used if a prisoner claims to be unable to urinate for a drug test under direct visual supervision.

I've also read about them being used when there's suspicion of contraband in someone's digestive tract.

In PA, any cell can be rendered "dry." An officer uses his key to deactivate the water supply.

Can an inmate be placed in RHU without knowing how long there going to be in there for?

An inmate may be placed in the RHU (restricted housing unit) for any number of reasons and because of this it is hard to tell for how long they may be held. If there was contraband involved etc there may be an investigation going on as to what happened, who was involved etc. They may be held in the RHU until the investigation is completed and then may end up being sentenced there for any number of reasons for any length of time if found guilty, or released because there was no evidence to support the allegation. Not saying this is why he is in there but just using that as an example.

And even if we did have more facts it would be hard for us to judge how long he may be held in the RHU. If he is going to be held in the RHU after an investigation he will be told what his sentence is (how much longer he will remain in the RHU).

Unhappy How long can investigation last if no evidence and misconduct dismissed?

My guy is in the hole for 'suspicion' of introducing contraband (investigation) during a visit. Since that time he was placed in a dry cell from 2/3-2/7 and x-rayed they did not find anything in him or on him at the time. He saw his hearing examiner and the conduct charges were dropped but there still holding him in A.C status for investigation. Has anyone gone through a similar situation how long can an investigation go on for after there is no evidence and the misconduct was dismissed?

I would message the Pennsylvania forum moderator bobble60 , they are very knowledgeable about this type of stuff , sorry I couldn't be more help , have you tried calling the prison directly and asking them ?

Yea they just give me a big run around nobody can fully give me some type of answers it's fustrating

Under ADM 801, there is no time limit for an investigation. Rather, the institution can take a reasonable amount of time to investigate. That would be based in part on the nature of the suspected conduct, others who are suspected of involvement, etc. AC status is reviewed at regular intervals (15 days?), at which time the progress of the investigation is weighed against the continued isolation of the inmate. They also look at potential resolutions.

Inmates do not have a right to specific types of housing (cell, dorm, solitary, etc.), to their custody level, or to any of the privileges they enjoy in GP. The use of investigatory confinement has been upheld by the courts. All the inmate can do is wait for the outcome, and that's about all you can do, too.

Prolonged solitary confinement is distressing, and the DOC has drastically reduced the numbers over the past few years. The Prison Society monitors this and has been a voice to improvements. Having said that, solitary confinement for sixty days is still not seen as harmful except possibly in cases where there's underlying mental illness. The DOC monitors each person in the RHU through direct contact -- counselors, administration, chaplains, medical staff, psychologists, etc.

Understandably, you're not giving us much information to perhaps be more precise. If you look at it from the institutional perspective, you would consider the nature of the suspected contraband, the inmate's current and past charges, the inmate's "history" within the prison and the DOC and any other credible intel they may have. In the end, the DOC will put the security of the facility ahead of everything else. This will include measures applied to both him and you (as the visitor).

You will not get any information from the facility or the DOC while an investigation is pending. You're a party to the investigation, so they won't tell you anything. Beyond that, they don't share information anyway. When we receive a letter from an inmate in the RHU, we call ahead to schedule a visit and try to get some preliminary information, but anything related to the investigation is classified. If you're calling the prison, you may actually be making the situation worse.

If being in prison is a test of patience, then being in the RHU is the extreme test.
