Default 2019 CA Legislation

Friday Feb 22 was the last day for Assemblymembers and Senators to submit bills 2019 legislative session. There are some bills relating to CDCR, criminal justice, sentencing. I don't see anything as impactful as last year's bills and I might have missed some, but here are bills and brief descriptions I've noticed:

ACA-6. Initiate Justice initiated. Amendment to California constitution to give voting rights to parolees.

AB32. Assembly Member Bonta, Chiu, Gloria, and Gonzalez. Phases out private prisons which should help reduce prison population.

AB45 Assembly Member Stone, Jones-Sawyer. Initiate Justice sponsoring. Eliminates making inmates provide co-pay for prison medical services.

AB562. Assembly Member Burke. Mandates reporting on prison rehabilitation programs. Presumably the motive or intention is to improve effectiveness of programs.

AB581. Assembly Member Levine. Creates resentencing opportunities for incarcerated veterans with military service connected PTSD and mental health conditioins.

AB675. Assembly Member Rodriguez. Mandates regular CDCR security inspections and audits. Report to legislature but results will be kept confidential from the public - apparently for security reasons.

AB972 Assembly Member Bonta. Mandates DOJ review criminal records to identify inmates eligible for resentencing under prop 47 and refer to DA for review.

SB136. Senator Weiner. Modifies PC667.5 to eliminate portion (1 year) of certain prior prison term enhancements.

SB710 Senator Bates. Makes changes to intent of prop 69 (2004) and prop 47 making some misdemeanors into violent felonies. Adds restrictions and provisions to some offenses. This bill is a step backward.

As always, a big to all who participate as boots on the ground in Sacramento to help these bills come to life (or fade away when necessary).

AB 965 is a pretty good one. It would allow for youth offenders to gain milestone credits toward their parole board.
