Default AB32 Private Prisons

AB32 passed public safety committee a couple of weeks ago and was referred to appropriations. Last week, appropriations put it into suspense file because there is huge fiscal impact in coming years, claiming potentially hundreds of millions of $ per year...

This could have significant impact on prison population. The bill would mandate CDCR enters into no more contracts or contract renewals with private prisons effective Jan 1 2020 and no use of prison prisons after Jan 1 2028. Propositions and bills were supposed to reduce population numbers as a result of prison overcrowding lawsuits a few years ago. As we all suspected they fell short and did not deliver on those promises. CDCR is already using private prisons more than was implied to make up for the shortfall. A bad trend. Private prisons should not be the "durable solution".

If this bill does not pass, I suspect they will continue to let population grow and "hide" the growing population numbers in private prisons. CDCR saves tens of thousands of $ per inmate per year using private prisons which is why it went into suspense. Hopefully it gets out of suspense and moves forward.

I bet GEO and CoreCivic have folks setting up schmoozy lunch dates with every voting-eligible person on those committees. I would love to see an end to for-profit incarceration at a national level. It's an embarrassing statement about how we treat our citizens and the reality is far worse than the embarrassment.
